Cargo Packaging Requirements

  1. The cargo to be carried by air must have safe containers and packaging complying with the existing standards and specifications. Cargos of types that doesn't have established container and packaging standards and specifications must be packed in safe containers ensuring the possibility of reliable lashing and safety of cargo during carriage. Other cargo, machinery, and miscellaneous items, with an approval of the carrier may be carried without packaging.
  2. Packaging of dangerous cargo presented for air carriage must comply with the requirements established by the standards and the Rules for Air Carriage of Hazardous Cargo. Packaging of hazardous cargo in the same container with any other cargo is prohibited.
  3. Packaging of cargo presented for air carriage must be dry and clean; the cargo must have no sharp edges, projections, or other features that can dirty or damage the interior of an aircraft or equipment thereof as well as luggage and mail.
  4. Metal, glass, ceramic, wooden, plastic, and other containers of liquid and other cargo to be carried by air must withstand excessive internal pressure, which depends on the flight altitude and temperature, and be completely safe against a leakage, spillage, or scattering of contents.
  5. The container or packaging of the pieces presented for registered air carriage must be sealed. The seals must be standard, have clear impressions of numeric or alphabetic images. The sealing of the cargo and the shipper seal names shall be stated in the air waybill.
  6. In order to ensure flight safety for an aircraft, as well as eliminate the possibility of damage or smearing of an aircraft interior or pieces of cargo, post, and baggage, it is prohibited to accept for carriage without packaging or in packaging unfit for air carriage the following types of cargo:
  • abrasive, grinding, and emery wheels;
  • household and electric machines and equipment, refrigerators, gas stoves, TV sets, radios, motorcycles, mopeds, radio tubes;
  • articles and objects made of ferrous and non-ferrous metals – electric motors, pumps, pipes (tubes), rods, wire, sheet metal, metal band in strips, spare parts for machines, and other similar cargo;
  • articles made of synthetic resins, plastics, etc.;
  • loose goods packed in paper containers (kraft bags), moulding powder, polythene, chemical and mineral fertilizers, colourants, bleach, graphite, soda, casein adhesive, cement;
  • bulky / long length pieces, sheet iron, heavy cargo not equipped with proper devices for reliable lashing inside the aircraft, or exceeding static load on the floor of the compartments thereof by respective racks or palettes assisting uniform distribution of the load within the limits admissible for the aircraft, as well as cargo with the shape (geometry) that does not ensure reliable cargo placement and lashing;
  • other cargo with packaging, lashing, properties, and geometry that do not guarantee the safety of air carriage;
  1. The cargo with the packaging that does not comply with the requirements listed above shall not be allowed for air carriage.
  2. Various national economy-related cargo included in the list that has been determined and approved by the Ministry of Civil Aviation can be accepted for air carriage.
  3. Recommended parameters of one piece of cargo:
    • not exceeding 50*50*80cm in dimensions;
    • not exceeding 80kg in weight.
