Regulations for transportation of animals in the aircraft cabin

The Airline Company “Ural Airlines” operates transportation of animals in cabin. To transport animals in cabin a passenger must inform the Airline Company when booking, purchasing a ticket or by calling Customer Service no later than 24 hours before the scheduled time of flight departure. The transportation if effected only upon approval of the Airline Company. In addition, there are limitations on what species of animals and how many are eligible for transporting. The service is fee-based.

  • For flight within Russia – 2500 RUB.
  • CIS flights – 35 EUR
  • Non-CIS states – 60 EUR

Fee for cancellation of early-booked service of transporting animals in cabin is 25% of the service cost.

Animals are eligible for transportation in cabin providing that they are transported in cages/transport containers with an adult. Several animals of the same species can be transported in one transport container. Total weight of a transport container with animals should not exceed 8 kg. The dimensions of a cage/transport container should be no more than 45x35x25 cm. Total weight with cage up to 8 kg

Check-in of passengers transporting animals is effected only at check-in desks in the airport. We recommend that you arrive at the airport in advance to have your pet checked in for the flight.

Eligible for transporting in cabin*:

  • Cats
  • Dogs
  • Parrots
  • Canaries

*For business class only cats and dogs are eligible for transporting.

Animals should be clean, without unpleasant odor. They should be sufficiently adapted for travelling in a cage/transport container.

It is forbidden to let the pet out of the transport container in any area of the aircraft, or to feed the pet during the flight.

Requirements to cages/travel containers for transporting animals

A cage/travel container should be made of plastic, glass fiber, metal, welded wire mesh or wood, solid fabric.

The dimensions of a cage/transport container should not exceed 45x35x25 cm.

A cage /transport container should be of sufficient size to allow an animal to stand up and turn 360 degrees.

A cage /transport container should be clean, without unpleasant odor, and spacious for your pet. It should be equipped with ventilation openings, secure lock to prevent accidental opening.

The bottom of a cage /transport container should be solid, waterproof, and should be covered with a non-toxic absorbent material. The container bottom should have boards to avoid any spillage of absorbent material.

A cage /transport container should be equipped with handles so that it can be transported.

A cage for birds should be covered by solid, light-protective fabric.

During the take-off and landing as well as when passing through turbulence zones, a cage/transport container should be securely stowed under the seat in front or in a location indicated by the flight attendant.

A cage /transport container onboard the aircraft may not be placed near emergency exits, and may not block evacuation paths, cause discomfort to other passengers, or interfere with the passenger service

Documents required for transporting animals

For flights within Russia:

  • Veterinary vaccination certificate or pet passport
  • Certificate from Veterinary Control Service in the airport (the certificate should be obtained directly at the airport of departure)

For flights beyond Russia:

  • International veterinary certificate, issued based on a veterinary certificate and registered at Veterinary Service at a checkpoint of crossing border
  • Certificate of a breed value of an exporting animal

Documents required by veterinary authorities of the country of arrival or transit*

*For passengers flying to Israel with animals it is required to have a “Permit to Import” from Veterinary Control Service of the airport Ben-Gurion. To import animals to other countries passenger should familiarize themselves and take into account the regulations of importing animals to a country of visit.

Additional information

A passenger bears full responsibility for animals, presence and relevance of all permits and certificates.

The Airline Company is not responsible for physical damage, loss, sickness or decease of an animal.

Passengers, transporting pets in a cage/travel container in cabin of an aircraft, are not provided with seats near emergency exit, on the first row of Economy cabin as well as seats in one block with passengers travelling with children or other passengers transporting animals.

The employees of the Airline Company are not responsible for animal care.

The Airline Company “Ural Airlines” does not transport animals to the United Arab Emirates and Portugal.

A passenger’s request for transporting an animal may be refused at check-in in the following cases:

  • Transportation of an animal has not been agreed and confirmed in advance
  • The documents required for check-in are missing
  • The service of transportation of an animal has not been paid
  • An animal demonstrates threatening and anxious behavior
  • There is a threat to the health and safety of other passengers
  • A cage/transport container does not meet the requirements

A cage/transport container does not meet the requirements

Service dogs are transported providing that:

  • A passenger is required to submit the document confirming that he is an officer of the Police Dog Service of the Federal Government Agency
  • A passenger is required to submit a document confirming a special training of a service dog
  • A dog is transported without a transport container
  • A dog must have a collar and muzzle on
  • A dog should be tied to the chair at the feet of a passenger accompanying it
  • A dog must not pose any hazard to the sanitary and hygienic conditions in the cabin during the flight, relieve themselves onboard, or cause any damage to the property of the airline or the passengers
  • A dog is transported free of charge

Guide dogs accompanying passengers with visual and hearing disorder are transported providing that:

  • A passenger is required to submit a certificate of disability
  • A passenger is required to submit a document confirming a special training of a service dog
  • A dog is transported without a transport container
  • A dog must have a collar and muzzle on
  • A dog should be tied to the chair at the feet of a passenger accompanying it
  • A dog must not pose any hazard to the sanitary and hygienic conditions in the cabin during the flight, relieve themselves onboard, or cause any damage to the property of the airline or the passengers
  • A dog is transported free of charge
